GP and General Practice Incentives for Various Locations in Australia: MM 1 to MM 7

As a General Practitioner (GP) or healthcare practice looking to thrive in Australia, there are numerous financial incentives available to support both you and your practice, especially in rural and remote areas. These incentives, offered by various government programs, can significantly improve healthcare services while reducing financial burdens. This blog will explore the Workforce Incentive Program (WIP), Practice Incentive Program (PIP), Pre-Fellowship Program (PFP), and other valuable support programs, focusing on different Modified Monash (MM) locations from MM 1 to MM 7.

Workforce Incentive Program (WIP) – Practice Stream

The WIP – Practice Stream provides financial assistance of up to $130,000 per annum to help cover the cost of employing healthcare professionals. Whether you're in a metropolitan (MM 1) or a rural location (MM 2-7), this incentive is a key resource for boosting your practice’s workforce.

Practice Incentives Program (PIP)

The PIP provides payments to encourage general practices to improve patient care. Areas of focus include:

  • eHealth improvements
  • Teaching Payments
  • Indigenous Health (IHI) initiatives
  • Aged Care Access (ACAI)
  • After Hours Services
  • Quality Improvement (PIPQI)

For rural practices, a Rural Loading is automatically applied if the practice is located in rural and remote zones (RRMA 3-7). This can provide a significant financial boost to your practice.

Bulk Billing Incentives (BBI) and Rural Bulk Billing Incentives (RBBI)

In MM 1 locations, bulk billing services for concession cardholders and children under 16 years old qualify for a 150% BBI on consultation fees. The incentive rate increases significantly for rural areas, with MM 2-7 locations offering higher rates. From November 2023, the bulk billing rates for certain GP consultations have been tripled, offering even more financial relief to practices.

Pre-Fellowship Program (PFP) Incentives

The Pre-Fellowship Program is a 3GA pathway designed to help International Medical Graduates (IMGs) and Non-Vocationally Registered (Non-VR) doctors gain the experience needed for GP Fellowship. Financial support of up to $20,000 per year is available for doctors under level 1 supervision, with additional payments for supervisors.

Australian General Practice Training (AGPT) Program Incentives

The AGPT program offers fully-funded training to doctors who wish to become General Practitioners. Practices involved in this program can receive payments between $7,500 and $15,000 per training term. Supervisors also receive payments ranging from $2,800 to $11,700, depending on the length of the term.

Fellowship Support Program Supervisor Incentives

Supervisors overseeing Fellowship Support Program (FSP) registrars can earn $150 per hour for supervision, along with payments for submitting supervisor reports. If you manage multiple registrars, these payments are made per report for each registrar, providing extra income while contributing to the professional development of GPs.

Specialist Training Program (STP)

The Specialist Training Program (STP) focuses on providing vocational training in rural, regional, and remote areas. Trainees receive salary support up to $105,000 per annum, with additional funding for rural support loading and private infrastructure.

Incentives for MM 1 to MM 7 Locations

MM 1 (Metropolitan)

Practices located in MM 1 areas, typically metropolitan regions, are eligible for incentives such as the Workforce Incentive Program – Practice Stream and the Bulk Billing Incentive. Practices in these areas can still benefit from programs like the Pre-Fellowship Program and AGPT.

MM 2 (Regional)

MM 2 locations receive additional financial support, including Rural Bulk Billing Incentives and extra supervision payments for doctors under level 1 supervision. The Rural Locum Assistance Program (RLAP) and the 5-Year Overseas Trained Doctor Scheme also offer locum support and the opportunity for IMGs to reduce their moratorium by working in regional areas.

MM 3-7 (Rural and Remote)

Incentives for practices and GPs in MM 3-7 areas are significantly higher. Doctors can receive up to $60,000 per year in incentives through the Workforce Incentive Program – Doctor Stream, while practices benefit from rural loading on the Workforce Incentive Program – Practice Stream and Practice Incentives Program.

Additional incentives such as the Rural Procedural Grants Program (RPGP), Rural Health Workforce Support Activity, and Premium Support Scheme help cover costs related to procedural skills development, recruitment, and medical indemnity insurance.
